Omsk has a small number of very large cemeteries rather than many small ones, and the main ones sit outside the city. Finding a specific plot in them without a section number is genuinely difficult, and that search is usually the first part of any order here.
Winter is long and the installation season short. A monument ordered in winter can be cut and engraved in the workshop and installed as soon as the ground allows — which is the sensible sequence rather than a compromise.
How work outside Moscow is arranged

Searching a cemetery on foot for a plot known only approximately is separate work, from ₽2,500.
